This is to become the iteration plan for the Inception iteration(s). See [http://www.upedu.org/upedu/process/artifact/ar_itpln.htm the UPEDU artifact description] for information on what this is and what it contains (including a template).
It might be useful to split this up into two documents (one for each iteration), if we recognize two iterations. Also, it might be useful to keep this page for specifying [http://www.upedu.org/upedu/process/itrwkfls/ms_lco.htm milestones] and create a separate page for the first (and only?) iteration.
